  • Respect the time and effort put in by your coaches and the volunteers that make the Club work – they are deserving of your support and commitment as they strive to make this Club a great place for you to become the best football player that you can be.
  • Get to know the Club policies – there will be copies in the changerooms and behind the bar. The Club has policies on Discrimination and Vilification, Alcohol, Smoking and illicit Drugs, Respect and Responsibility, and Social Media Engagement. 
  • Play the game – enjoy the opportunity to improve your game, to meet new
    people, and enjoy the company of others who love this great game.
  • Strive to make everyone feel welcome and valued as a player or supporter
    of the Club.
  • If you cannot attend a coaching session, game, or another Club event, you
    MUST inform your Coach as soon as possible. Players who miss training without informing the coach or a committee member will not participate in that week’s match.
  • Never argue with an Umpire, opposition player or official. Arguing with an Umpire will only hurt you and your team mates.
  • Respect the facilities that have been provided for you, both at home and at away games.
  • When you are representing the Deloraine Football Club, you should always treat others with the respect that you would like to receive.
  • Verbal abuse, swearing, fighting and unsportsmanlike conduct are reportable actions and will not be tolerated.
  • When you are representing the Deloraine Football Club you should never say anything in a derogatory manner about any other persons appearance, skin colour, religion or sexual orientation.
  • The player code and Club policies apply at any Club function, home or away game, or at any time that a player can be seen as representing the Deloraine Football Club
    Breaches of the Player Code of Conduct will attract sanctions at the discretion of the Committee and the Coaching panel, and may include monetary penalties, loss of Club privileges and restriction of game time.

Alcohol will not be served to persons aged under 18 at functions or after training. Servers and committee members will ask for proof of age whenever necessary or whenever in doubt. Only photo ID’s will be accepted as ‘Proof of age’. Any person found to be supplying minors with alcohol at a Club function will be sanctioned by the Club. Under 18 players are still encouraged to attend functions but any underage person found with alcohol will be asked to leave the venue and alcohol will be confiscated.

 The Club discourages the use of any illicit drug. Any player or guest of the Club found to be under the influence of an illicit substance will be removed from the premises and further action may be taken- see full policy further on.

  1. PURPOSE

1.1        The purpose of this policy is to educate all members, staff, supporters, and spectators of the Deloraine Football Club (Club) on their responsibilities when interacting with children and young people at our Club and to familiarise members, staff, supporters, and spectators with the Club’s processes for its response to any concerns, incidents or allegations of harm or abuse to children and young people.

  • POLICY STATEMENT

The Deloraine Football Club:

  • is committed to creating a safe, inclusive, and welcoming environment for all children and young people who participate in football and umpiring activities at our Club.
  • has zero tolerance for any form of child abuse or harm and will act quickly to protect children and young people should an incident occur. All complaints will be treated seriously, fully investigated, and handled confidentially.
  • is committed to the active participation of children and young people at the Club, ensuring all children and young people know their rights, have their views taken seriously and involve them in decisions that may directly affect them and their peers at the Club.
  • recognises the important role families play in supporting children and young people to participate in Australian football and values the input of families in decision making at our Club.
  • recognises the needs of Aboriginal and Torres Strait Islander children and young people and will promote their cultural safety within the Club environment.
  • All children and young people have equal rights to protection from harm and abuse regardless of their race, religion, age, disability cultural background, gender, sexual orientation, or family/social background. Our Club considers that the health, safety and wellbeing of children and young people take priority over all other competing considerations.
  • The safety and wellbeing of all children and young people at our club is a shared responsibility between the Club, its staff, contractors, associates, parents/carers, coaches, spectators, volunteers, and members of our Club community.

  • This Policy applies to everyone involved at our Club including (but not limited to) participants, parents, spectators, contractors, officials, coaches, and board/committee members.
  • Our Club is committed to continually reviewing its policies and practises to protect the safety and wellbeing of all children and young people. This policy will be reviewed on a regular basis in consultation with all Club participants including children, young people, parents/carers, board/committee members and other interested parties.
  • DEFINITIONS
  • Child and Young Person means a person under the age of 18 years.
  • Child Abuse includes all forms of physical, emotional, psychological, verbal and/or sexual abuse. Child abuse also includes sexual exploitation, neglect or negligent treatment, grooming, harassing behaviour, bullying or other exploitation of a child or young person and includes any actions that results in actual or potential harm to a child or young person. Child abuse can be a single incident or take place over time.
  • Child protection means any responsibility, measure or activity undertaken to safeguard children from harm.
  • Club is the name of the Club outlined in the header of this Policy document.
  • Family violence occurs when children and young people are forced to live with violence between adults in their home. Family violence includes violence between members of a family, or extended family, or those fulfilling the role of family in a child or young person’s life. It can include witnessing violence or the consequences of violence. Exposure to family violence places children and young people at increased risk of injury and harm and has a significant impact on their wellbeing and development.
  • Grooming is a term used to describe what happens when a perpetrator builds a relationship with a child or young person with the intent to abuse or harm them. Perpetrators may also groom parents/carers by forming relationships of trust with parents/carers before harming a child or young person. Grooming can take place over a long period of time before abuse occurs or the abuse can happen relatively quickly. Grooming can take in physical (face-to-face) environments or online.  
  • Harm can be any action that may have a significant impact on a child or young person’s physical, psychological, or emotional wellbeing. Harm can be caused by:
  • Physical, psychological, or emotional abuse or neglect.
  • Sexual abuse or exploitation.
  • Family violence.

  • a series or combination of acts, omissions, or circumstances.
  • Sexual abuse or exploitation is any act which exposes a child or young person to or involves them in sexual acts beyond their understanding or contrary to accepted community standards.Sexual offence behaviours can include the fondling of genitals, masturbation, oral sex, vaginal or anal penetration by a penis, finger, or any other object, fondling of breasts, grooming, voyeurism, exhibitionism, and exposing the child to or involving the child in pornography. It also includes engaging a child or young person to participate in sexual conversations online.
  • Concerns and complaints include any issue that an adult or peer considers may negatively impact on the safety or wellbeing of a child or young person.
  • EXPECTED BEHAVIOUR AT OUR CLUB

    • All participants, parents, spectators, contractors, officials, coaches, and board/committee members have responsibilities in relation to the safety and wellbeing of children and young people at our Club and are expected to:

      • understand the definitions of child abuse and harm and act on anything that they hear or see.
  • understand the rights of children, as appropriate to their role and cause no harm to a child or young person.
  • value equity and diversity at the club and treat all children and young people with respect regardless of their race, religion, age, disability cultural background, gender, sexual orientation, or family/social background.
  • at all times, know and follow this Policy and related child safety and wellbeing guidance (including but not limited to our Club’s Child Safe Code of Conduct and Complaints Handling and Reporting procedures).
  • co-operate with police and/or other formal investigations to the best of their ability.
  • All third-party contractors are expected to abide by our Club’s Child Safe Code of Conduct, and where they may engage with children or young people, sign an agreement requiring them to comply with this Policy and our Club’s Child Safe Code of Conduct, prior to delivering any services.
  • Our Club will appoint a Member Protection Officer/ Child Safeguarding Officer or equivalent role that will be the primary point of contact for all concerns and complaints related to child safety and wellbeing.

  • Our Club seeks to implement screening practices that reduce the risk of harm or abuse to children and young people by:
  • Recruiting people suitable to work and interact with children and young people (e.g. by requiring Working with Children Check or other State equivalent and/or Police checks). No adult will be allowed to work in a child related role at our Club until a valid Working with Children Check and/or Police Check has been obtained.
  • Undertaking background checks of staff, contractors and volunteers who interact with children and young people such as two referee checks with specific child related questions.
  • Our Club also requires that all board/committee members hold a valid Working with Children Check.
  • Once engaged, staff, volunteers, board/committee members and contractors must read this Policy and related documents (such as those outlined in Appendix 2) and familiarise themselves with child safe practices at our Club.

  • SUPPORTING CLUB STAFF, COMMITTEE MEMBERS AND VOLUNTEERS
  • Our Club is committed to supporting all staff, board/committee members and volunteers to understand how to create a child safe and child friendly environment at our club.
  • RISK MANAGEMENT APPROACH
  • Our Club recognises the importance of identifying and managing risks to children and young people in physical and online environments and will implement a risk management plan to address risks.
  • The risk management plan will be updated on a regular basis in consultation with staff, volunteers, parent representatives and children and young people to ensure it is fit for purpose.
  • COMPLAINTS AND REPORTING
  • Our Club will take all concerns and complaints seriously, whether they are raised by an adult, child, or young person. All child related concerns and complaints will be responded to promptly and confidentially.
  • Our Club has a complaint handling policy in place and a child friendly complaints poster to help children and young people to understand how they can raise a concern or a complaint with the Club.
  •  If there is concern for the immediate safety of a child or young person, immediately call the Police ‘000’.
  • If a child or young person is not in immediate danger but any person who believes on reasonable grounds that a child or young person is in need of protection from any form of child abuse or harm, may disclose that information to the Police, Child Protection or the Commissioner for Children & Young People.
  • If a concern or complaint includes an allegation or incident of child abuse or harm, Club staff and volunteers must report it in accordance with our Club’s Complaint Handling Policy.
  • Deloraine Kangaroos Football Club | Deloraine TASAny Club staff member, board/committee member or volunteer who is the subject of a child or young person related concern or complaint may be requested to stand down from their position in the Club during an investigation, have their duties altered so they do not engage with children and young people and/or have their access to the Club’s IT system/database removed.
  • Our Club will investigate allegations of inappropriate conduct against a child or young person in accordance with procedural fairness and will handle the allegations in a confidential and sensitive manner.
  • Our Club will keep a register of any allegations regarding inappropriate conduct.
  • REPORTING SEXUAL ABUSE
  • If a person receives information that leads them to form a reasonable belief that a sexual offence has been committed, that person has a legal obligation to disclose that information to the Police as soon as it is practicable. Individuals who fail to comply with this obligation under the Criminal Code Act 1924 (Tas) may be subject to a penalty of imprisonment.
  • Several professions in the community (including but not limited to teachers, nurses, and doctors) are also required by law to report to Child Protection where they have formed a belief, on reasonable grounds, that a child is in need of protection because they have suffered (or are likely to suffer) significant harm due to physical or sexual abuse.
  • This report must be made as soon as practicable, and on any occasion where they become aware of other allegations and have reasonable grounds for belief.
  1. POLICY BREACHES
  1. It is a breach of this Policy for any person or organisation subject to this Policy to have been found to have done anything contrary to this Policy. Any person who breaches this Policy is subject to result in disciplinary action. Such disciplinary action may, depending on the seriousness of the misconduct, include suspension while matters are investigated and/or dismissal. In addition to any internal disciplinary proceedings, the Deloraine Football club will report to the police all instances in which a breach of the law has or may have occurred.

There may be exceptional situations where this Policy does not apply, for example, in an emergency. However, it is crucial that, where possible, members of the Deloraine Football Club will seek authorisation from their Department General Manager or, if appropriate, a member of the Executive, prior to taking action that contravenes this Policy or advise their Department General Manager or, if appropriate, a member of the Executive, as soon as possible after any incident in which this Policy has not been followed.

  1. Our Club is committed to making and retaining accurate records of reports of child safety related concerns and complaints.
  1. Our Club will maintain records and outcomes of investigations and resolutions of concerns and complaints. In maintaining records of reports about child safety, our Club will maintain confidentiality and privacy for children and families in accordance with legislation.
  1. As part of our Club’s commitment to continuously improve our children and young people safety practices, the Club will review identified risks to child and young people through the incident management and record keeping process and will incorporate those risks into the risk management plan.
  1. From time to time, our Club may share relevant information to promote the safety and wellbeing of children and young people where appropriate and in their best interest. This may include sharing information with external authorities to comply with the law or to prioritise the safety of a child or young person.

No Player or Club Official shall engage in conduct which may reasonably be considered to incite hatred towards, contempt for, ridicule of or discrimination against a person or group of persons on the ground of their: · race; · religion; · gender; · colour; · sexual preference, orientation or identity; or · special ability or disability (Vilification & Discrimination).

No Player or Club Official shall engage in conduct which may reasonably be considered to be offensive, abusive, belittling or threatening, or which is otherwise unwelcome and a reasonable person would recognise it as being unwelcome and likely to cause the recipient to feel offended, humiliated or intimidated (Harassment).

We, the Deloraine Football Club hereby commit to the objective of the AFL’s Respect and Responsibility Policy to create safe, welcoming and inclusive environments for women and girls at all levels of Australian Football.

By committing to this goal, we understand that; 

Violence against women is a violation of a woman’s right to physical and psychological integrity, to liberty, and all too often, to her right to life itself.

 It is any act of gender based violence that results in, or is likely to result in, physical, sexual or psychological harm to women.

 We acknowledge that;

• In Australia and around the world, 1 in three women will experience violence at some point in their life

• That violence against women is the leading cause of death, disability and illness in young Victorian women aged 15

 • One in five Australian women reported being subject to sexual assault at some time in their adult lives

• Four in five Australian women who experienced sexual violence knew their attacker . We understand that violence against women is a major public health and safety issue in Australia, and therefore affirm that our club understands its, and the wider football communities role in preventing violence against women before it occurs.

We further recognise that violence against women is caused by;

• Unequal power relations between men and women and belief in rigid gender roles;

• Holding a masculine sense of entitlement;

• Belief in the male right to control relationships: and

• Promotion of these beliefs through social structures, such as sporting clubs.

We underline our commitment to challenging these behaviours and attitudes that can cause, contribute to and condone violence against women. We understand that creating environments where women feel safe, welcome and inclusive is both an individual and collective responsibility. In order to achieve this, we commit to;

• Having an equal representation of women and men in senior leadership positions;

• Actively recruiting women and girls to coaching roles

• Communicate and enforce relevant Club and League Codes of Conduct;

• Actively engage with the White Ribbon Campaign, or equivalent;

• Adherence to our Responsible Service of Alcohol obligations; and

Non-Official Social Media Engagement Risks

The Football Body recognises that Members will from time to time engage with Social Media in a non-official, personal capacity. This Policy does not intend to discourage nor unduly limit personal expression or online activities. However, Members should recognise the risk and damage that may be caused (either directly or indirectly) to the Football Body in certain circumstances

 It is the expectation of the Football Body that all Members who engage in non-official Social Media are aware of the risks associated with Social Media.

Inappropriate Social Media Engagement For illustrative purposes, the Football Club is likely to consider the following engagement in Social Media as inappropriate:

a) Using discriminatory, defamatory, abusive or otherwise objectionable language in content; b) Accessing, downloading or transmitting any kind of sexually explicit material, violent and/or graphic images (without medical purpose);

c) Accessing, downloading or transmitting information on the use and construction of weapons, explosives and/or other tools of violence or terrorism;

d) Accessing, downloading or transmitting any material deemed to be illegal under Australian Commonwealth or state law;

e) Accessing, downloading or transmitting hate speeches and/or racist material;

f) Breaching the reasonable expectation of privacy of a person;

Deloraine Football Club

  1. PURPOSE

This Policy outlines our procedures for a balanced and responsible approach to the service, supply, consumption and promotion of alcohol and our requirements regarding smoke-free environments at club games, special events, functions and other club-related activities. It represents our club’s commitment to its members, volunteers and guests, acknowledging the role that sporting clubs and associations play in building strong and healthy communities. 

This Policy will also assist our club to: 

  • Ensure adult behaviour is a positive influence on younger players and spectators.
  • Meet its duty of care in relation to the health and safety of our members, volunteers and guests who attend any club games, special events, functions and other activities. 
  • Uphold the reputation of our club, our sponsors and partners.
  • Understand the risks associated with alcohol misuse and smoking and our role in minimising this risk.
  • Comply with liquor licencing and tobacco legislation.

This policy applies to all our members, Board and Committee members, coaches, officials, other volunteers and guests.

  1. RATIONALE

Deloraine Football Club recognises the legal responsibilities and the financial and social benefits of holding and/or operating a liquor licence* in the community.  Our club also recognises that second-hand tobacco smoke is hazardous to people’s health and people who do not smoke have the right to be protected from exposure to tobacco smoke at our games, events, functions and other activities. 

Our club has achieved Level 3 Accreditation under the Good Sports program which requires us to implement practices and policies regarding the responsible management of alcohol and smoke-free environments. Accordingly, we will adhere to tobacco and liquor licensing laws* and the criteria of the Good Sports program. 

Deloraine Football Club does not allow the use, distribution or selling of illegal drugs by any club member or any visitors within our club’s jurisdiction. This policy reflects our club’s commitment to protecting the health, safety and wellbeing of all persons associated with the club and all persons in attendance at club activities.

  1. GENERAL PRINCIPLES
  • This policy applies whenever the individual is taking part in activities under the club’s jurisdiction. This includes our club’s facilities, games, matches, training, events and trips organised by the club. Private behaviour of members is not included in this policy as the club cannot be responsible for the behaviour of its members outside our club’s jurisdiction; however, this policy will apply whenever an individual is wearing a part of the official club uniform which would identify them as being a representative of the club.  
  • A risk management approach will be taken in planning events and activities involving the sale, supply or consumption of alcohol. Such events and activities will be conducted and managed in a manner consistent with liquor licensing legislation and this Policy.
  • Alcohol misuse can lead to risk taking, unsafe, unacceptable and/or illegal behaviour. Excessive consumption of alcohol will not be an excuse for unacceptable behaviour, particularly behaviour that endangers others or breaches the law, this Policy or any other Policy of the club.
  1. CONDUCT EXPECTATIONS

Whilst engaging in club activities, committee members, club members, players, coaches, officials, other volunteers and guests:

  • Will not smoke, regardless of where the club activity is held, or will use designated smoking areas. Committee members and Club officials will encourage guests to also use the designated areas.
  • Will accept responsibility for their own behaviour, take a responsible approach and use good judgment when alcohol is available.
  • Will encourage and assist others to use good judgment when alcohol is available.
  • Will not compete, train, coach or officiate if affected by alcohol.
  • Will not provide, encourage or allow people aged under 18 to consume alcohol.
  • Will not participate, pressure anyone or encourage excessive or rapid consumption of alcohol (including drinking competitions).
  • Will not provide alcohol as an award to a player or official for any reason.  
  • Will not post images on social media of themselves or others smoking and/or drinking alcohol or using illegal drugs irresponsibly at club-related activities.
  • Promote and role model expected standards of behaviours always.
  • Alert club officials with any concern about illegal drug use within the club – the Club will ensure that any information received will be acted upon with discretion.
  1. SMOKING

The following areas at our club are smoke free:

  • All indoor areas 
  • All outdoor playing/training areas
  • All spectator areas (standing and seated, covered and uncovered)
  • All canteen, catering and eating and drinking areas

Smoke free areas will be signed (where possible) and promoted in club materials. Smoking areas will be at least 20 metres from the playing surface, as per state law.

In addition:

  • Cigarettes and other tobacco products will not be sold, including from vending machines, at any time at or by our club.

• Club functions, including social and fundraising events and meetings, held at or away from club facilities will be smoke free.

  1. ALCOHOL

Our club will ensure that:

  • A current and appropriate liquor licence is maintained.
  • The club’s liquor licence is displayed as near as practical to the entrance of the clubroom or beside the bar/canteen (as required by relevant state law).
  • All mandatorily required liquor licence signage will be displayed in each area covered by the club’s licence
  • The names of Responsible Service of Alcohol (RSA) trained personnel will be displayed near the bar.
  • Servers of alcohol will not consume alcohol when on duty.
  • Information posters about ‘Standard Drink measures ’ will be displayed prominently near where alcohol is served.
  • An Incident Register will be maintained (at the bar/canteen) and any alcohol-related incidence will be recorded on the register.
  • Substantial food (requiring preparation and/or heating) will be available when alcohol is available for more than 90 minutes and more than 15 people are present. Healthy food options will be provided, where possible.
  • Alcohol is not advertised, promoted, served or consumed at junior games, events, functions or activities.
  1. 6.1.Service of Alcohol

Alcohol will be served according to the club’s liquor licence with the safety and well-being of members and guests the priority. Our club will ensure:

  • Only RSA trained bar servers with current qualifications will serve alcohol.
  • Standard drink measures are used for non-pre-packaged alcohol (e.g. drinks in glasses), where possible.
  • Servers are aware of standard drink sizes and are competent in measuring standard drinks.
  • The service of double measures of spirits is discouraged.
  • People under 18 do not serve alcohol.
  • Excessive or rapid consumption of alcohol is not encouraged. This means we do not conduct happy hours, cheap drink promotions or drinking competitions.

6.2 Intoxicated People

For the purposes of this Policy, a person is defined as in a state of intoxication if his or her speech, balance, co-ordination or behaviour is noticeably affected and there are reasonable grounds for believing that this is the result of the consumption of alcohol.

  • Intoxicated people will not be permitted to enter our club premises.
  • Alcohol will not be served to any person who is or appears intoxicated.
  • Servers will follow RSA training procedures when refusing service to an intoxicated person.
  • If a person becomes intoxicated (and is not putting other people at risk with their behaviour) the person will not be served alcohol but will be provided with water and options for safe transport home from the club, where available.
  • If a person becomes intoxicated (and is putting other people at risk due to their behaviour) the person will be asked to leave our club premises immediately and offered safe transport options, where available. Police may also be contacted to remove the person, if required. 
  • Any alcohol-related incident and any action taken will be recorded in our club’s incident register.

6.3 Underage Drinking

  • Alcohol will not be served to persons aged under 18.
  • Servers and committee members will ask for proof of age whenever the age of a person requesting alcohol is in doubt.
  • Only photo ID’s will be accepted as ‘proof of age’.
  • Our club will not encourage the drinking of alcohol in the club change-rooms to reduce the risk of minors being served alcohol illegally.

6.4 Availability of Non-Alcoholic and Low Alcohol Drinks

Our club recognises that not all club members may drink alcohol and alcohol is not the only revenue stream available. Our club actively encourages the sale of alternative products to that of alcohol and will ensure that:   

  • Water is provided free of charge (where available).
  • At least four non-alcoholic drinks and one low-alcoholic drink option are always available and priced at least 10% cheaper than the cheapest full-strength drink. Healthy drink options will be provided, where possible.
  • Non-alcoholic drinks are clearly visible and adequate in variety and supply.
  1. FUNCTIONS

Our club will:

  • Not conduct functions where a minimum amount of liquor sales is required.
  • Not conduct ‘all you can drink’ functions.
  • Not provide alcohol-only drink vouchers for functions.
  • Not include alcohol in the price of function tickets (excludes Last Man Standing where RSA principles will still apply)

Advertisements for functions will:

  • Be promoted as smoke free.
  • Not overemphasise the availability of alcohol or refer to the amount of alcohol available.
  • Not encourage rapid drinking or excessive drinking.
  • Give equal reference to the availability of non-alcoholic drinks.
  • Display a clear start and finish time for the function.
  • Include a safe transport message, where possible and relevant.
  1. SAFE TRANSPORT

Our club recognises that driving under the influence of alcohol is illegal and hazardous to individuals and the wider community. We therefore require all attendees at our functions plan their transport requirements to ensure they arrive home safely and prevent driving under the influence of alcohol 

Our club will:

  • Promote strategies that encourage members to plan how they’ll get home safely before they go out e.g. pre-arranged transport.
  • Include safe transport messages on relevant club activity and event invitations or flyers. 
  • Ensure the MC for events or club committee members advise attendees that the club is a Good Sports accredited club, communicate the safe transport options and regularly remind attendees to behave responsibly around alcohol.
  • Ensure telephone calls can be made free of charge to call a sober person to provide transport from the club or venue.
  1. CLUB TRIPS

Our club will monitor and ensure any club trips, particularly end of season player trips, strictly adhere to responsible behaviour and alcohol consumption in accordance with the principles of this Policy and the values of the club. 

  1. 10.AWARDS/PRIZES

Our club will avoid providing awards (e.g. at end of season presentations) and fundraising prizes that have an emphasis on alcohol as a reward.

  1. 11.ILLEGAL DRUGS

This policy refers to illegal drugs only, which is defined as “a substance that is not permitted to be taken or used according to state or national laws such as cannabis (marijuana), amphetamines (speed and “ice”), ecstasy, cocaine, heroin and a range of new psycho-active substances known as synthetic drugs.”

This policy does not apply to pharmaceutical drugs or performance enhancing drugs (unless they are captured in the above definition).

  1. 11.1. Investigating the concern or incident
    The committee will investigate all illegal drug-related concerns or incidents in a timely and discreet manner.

    Once all relevant facts and circumstances are known, the president will recommend appropriate approaches and/or disciplinary measures to the club committee based on the guiding principles outlined in this policy.
  2. 11.2. Response
    When responding to an illegal drug-related concern or incident, the responses by the club will focus on safety and welfare of those directly and indirectly involved. All responses will reflect the club’s duty of care to members and visitors.

    All illegal drug-related concerns or incidents should be discussed with the club’s president as soon as possible. The president will document the issue using the incident register and investigate the concern/incident further. If the president is not available, another club official may substitute for them.

    If illegal drugs are being distributed or sold on the club’s premises by a member or visitor of any age, the president will contact local police to seek their advice and expertise on how they can be disposed of safely.
  3. Illegal drug use by a member under 18 years
    Where the club identifies that a person under the age of 18 years is involved in illegal drug use the Deloraine Football Club will:
  • Inform the individual that the president or relevant committee member may contact the parent or guardian to discuss the incident if it is appropriate and safe to do so.
  • Contact the parent or guardian to discuss, unless, informing the parent or guardian would put the individual at risk of greater harm.  
  • In the case of a visitor in this instance, the Deloraine Football Club will inform the visiting club.
  1. 11.4. Examples of breaches
  1. If a member sells or distributes illegal drugs in the club’s jurisdiction, the following will occur:
  • The Deloraine Football Club will contact the local police to seek their advice.
  • Consequences for the individual (s) will depend on the circumstances or severity.  
  • Where applicable, the individual (s) may be referred to a local health service provider.
  • The club will appoint a senior person to act as a mentor to a suspended individual (s) for a nominated period and to assist them to reintegrate with the club, if applicable.
  • If the individual (s) concerned is/are under 18, their parent or guardian would be informed immediately of the incident and of the consequences, unless informing the parent or guardian would put the individual at risk of greater harm.  
  • In the case of a visitor, the Deloraine Football Club will inform the visiting club. 
  1. If a member is found in possession of an illegal drug, the following will occur:
  • The individual (s) will be asked to hand-over the substance and the club will follow the procedures for handling illegal drugs in its jurisdiction.
  • The Deloraine Football Club will contact the local police to seek their advice.
  • Consequences for the individual (s) will depend on the circumstances or severity.  
  • Where applicable, the individual (s) may be referred to a local health service provider.
  • The club will appoint a senior person to act as a mentor to a suspended individual(s) for a nominated period and to assist them to reintegrate with the club, if applicable.
  • If the individual(s) concerned is/are under 18, their parent or guardian would be informed immediately of the incident and of the consequences, unless informing the parent or guardian would put the individual at risk of greater harm. 
  • In the case of a visitor, the Deloraine Football Club will inform the visiting club. 
  1. If a member is found using drugs, or is affected by the use of illegal drugs under the club’s jurisdiction:
  • The Deloraine Football Club would ensure the safety and wellbeing of the individual is the first priority.
  • Seek out medical assistance, if required.  
  • If required, contact next of kin.
  • If the individual (s) concerned is/are under 18, their parent or guardian would be informed immediately of the incident and of the consequences, unless informing the parent or guardian would put the individual at risk of greater harm. 
  • Ensure individual is safely transported to their home.
  • When the individual’s health has returned to a normal state, the club president/committee members may investigate and take appropriate action.
  • Where applicable, the individual (s) may be referred to a local health service provider.
  • In the case of a visitor, the Deloraine Football Club will inform the visiting club. 
  1. 12. POLICY PROMOTION

Our club will:

  • Educate members, volunteers and guests about our Policy and the benefits of having such a Policy.
  • Ensure this Policy is easily accessible and will promote it via our website, newsletters, social media, announcements during events or functions.
  • Actively demonstrate its attitude relating to smoke-free environments and the responsible use of alcohol and promote positive messages through its social media platforms.
  • Pursue non-alcohol sponsorship and revenue sources.
  • Actively participate in the Alcohol and Drug Foundation’s Good Sports program with an ongoing priority to maintain Level 3 accreditation.
  1. NON-COMPLIANCE

Club committee members will enforce this Policy and any non-compliance, particularly regarding Licensing Laws, will be handled according to the following process:

  • Explanation of the Policy to the person/people concerned, including identification of the section of Policy not being complied with.
  • Continued non-compliance with the Policy should be handled by at least two committee members who will use their discretion as to the action taken, which may include asking the person/ people to leave the facilities or function.

Our club will respond to all breaches of this policy.  Any disciplinary measures imposed under our policy must:

  • Be fair and reasonable and will focus on the safety and welfare of those directly and indirectly involved.
  • Be based on the evidence and information gathered and the impact on the club, other members, players, patrons, visitors and the community.
  • Consider the age and personal circumstances of the people involved.
  • Consider whether the incident involved personal use of an illegal drug and/or the supply of an illegal drug to other people.
  1. POLICY MANAGEMENT

The presence of a bar manager, person who has current RSA qualifications and/or committee member, whenever our bar is open/canteen/kiosk is selling alcohol, is essential to ensure compliance with this Policy and liquor licensing laws.

  1. PRIVACY

Where possible, the investigation of illegal drug-related concerns or incidents will remain confidential in line with our club’s privacy policy.

The Privacy Policy of the Deloraine Football Club is as follows:

  • The Deloraine Football Club will always act with discretion.
  • Subject to its right to contact the Police if necessary, the Deloraine Football Club will maintain the privacy of those involved as far as possible.  
  • Club members will be informed about the incident on a need-to-know basis only.
